During the Design phase, instructional strategies and materials are created based on the analysis of learner needs and objectives. While feedback from formative evaluations may inform design decisions, actual application of evaluation data does not occur until the Evaluation phase. Thus, the Design phase is more about planning than assessing effectiveness.

The Analysis phase involves identifying learning needs, goals, and any gaps in knowledge prior to developing instructional materials. This phase sets the stage for the subsequent Design and Development phases but does not include the application of evaluation data. Analysis is focused on gathering information rather than evaluating effectiveness.

In the Development phase, the instructional materials and activities are created based on the outlines established during the Design phase. While formative evaluations may take place during development to gather feedback, the comprehensive application of both formative and summative evaluation data is reserved for the Evaluation phase.
