A random layout lacks any specific organizational structure, which could lead to confusion and inefficiencies in production. This type of layout is impractical for high-volume operations, as it does not facilitate the smooth flow of materials or tasks needed in a refinery setting.

A fixed layout is used when the product being manufactured is large and cannot be moved easily, such as in shipbuilding or airplane manufacturing. This layout is not suitable for oil refining, where the processes can be organized in a linear fashion to optimize throughput and efficiency.
